Service tendering (kilpailutus)

On the Kilpailutus (Tendering) page the board can put the housing company’s services out to tender itself: assemble a request for bids, send it to chosen providers, compare the bids that come back and pick the best. It’s built on the same engine as insurance bidding — only the service categories and the bid fields differ.

The page is in the left menu under Kilpailutus. Running a tender is a board right.

Press Uusi kilpailutus (New tender) and fill in the form:

  • Service category — choose what to tender: Huolto ja siivous (maintenance & cleaning), Tekniset työt (plumbing/HVAC/electrical), Remontit ja urakat (renovations) or Sähkön myynti (electricity supply). The category is chosen once and can’t be changed after creation.
  • Title — e.g. Huoltosopimuksen kilpailutus 2026.
  • Response deadline — the date by which bids are submitted.
  • Notes — free text describing what you want (visible only to the board before sending; the description is passed to providers in the request).

The housing company’s basic details are gathered into the request automatically. They contain no resident personal data.

Pick the providers to include:

  • Verified partners — providers VAREK has vetted and tagged for the category (shown with a Varmennettu kumppani / Verified-partner badge).
  • Your own providers — you can also add companies you know yourself, by name and email.

Combine these freely.

Once providers (and any attachments) are chosen, press Lähetä tarjouspyyntö (Send request). VAREK sends each provider its own one-time link through which they submit a bid — without logging in.

Behind the link, a provider fills in a structured bid whose fields depend on the category (e.g. monthly fee + response time for maintenance; total price, warranty and timeline for a renovation). The provider can also attach a PDF. All attachments are scanned for malware.

Incoming bids appear as a comparison table with the best value in each row highlighted (e.g. lowest price, longest warranty). After comparing, award the best bid. You can also decline individual bids or cancel the whole tender.
